Tribal wisdom of Dakota people passed on from generation to generation says "when you discover you are riding a dead horse, the best strategy is to dismount." However, in many organizations dead horses (services and/or processes that have outlived their effectiveness) exist and continue to be ridden by: lowering standards; hiring outside contractors to ride the dead horse; or providing additional funding to improve the dead horse’s performance. Is it time to bury one of your horses?

Discuss the collective reluctance to bury dead horses by analyzing why fear and anxiety exists when it comes to eliminating services.
Discuss strategies to identify dead horses.
